"TESTING THE SAFETY NET"

The Indiana state legislature is said to be considering the requirement of passing drug tests to be eligible for welfare benefits. On the surface, its sounds like a good idea - no one wants their tax dollars subsidizing drug addiction. However, it raises troubling questions, such as: would the innocent children of drug abusers be denied benefits and left to starve? Furthermore, would it increase criminal activity? Would the state then require and be willing to subsidize drug rehabilitation for those who failed drug tests? The social implications should be more thoroughly examined.
